They work out of the Sanctuary, there base of operation. From here they pass laws and supervise the Cleaver army. They will also give cases to the Detectives and Agents they have.

This is a book that reportedly contains the three names for every single living person on the planet. Every time a person dies the names will erase themselves, and when some one is born the three names will aspire. No one knows how the book gathers its information. The book is kept behind a mystical shield and kept in the Irish sanctuary.
Dark gods who once ruled this world, beings of incredible power driven by cruelty and hate. They were eventually driven out of this plane of existence by the first of the human sorcerers, but they wait on the edges of what we know. Waiting to return.

The magical communities all over the world were torn in two--those who worshipped the Faceless Ones sided with Mevolent, and those who didn't, rose up against him.
